为什么物流人必须开始理解绿色合规
国际物流行业以前谈“绿色”,更多停留在品牌形象:少用纸、电子单据、节能仓库、植树抵消。但从 2024 到 2026 年,绿色合规正在从形象工程变成经营要求。

航运绿色合规:EU ETS和FuelEU Maritime
欧盟 ETS 已经扩展到海运领域,FuelEU Maritime 也从 2025 年起全面适用。这意味着船公司的碳成本、燃料选择、航线安排和附加费机制都会逐步影响货主。
对普通货主来说,最直接的感受可能不是法规文本,而是账单里的新附加费。例如 ETS surcharge、green fuel surcharge、emission surcharge 等名称,可能在不同船公司账单里出现。名字不一定完全相同,但底层逻辑类似:监管和燃料转型成本会向运输链传导。

专业的报价不应只写“ETS surcharge 以船司账单为准”,更应该解释它为什么出现、如何计费、是否可预估、客户是否有低碳替代方案。
航空绿色合规:SAF和ReFuelEU Aviation
空运是高排放运输方式,客户对空运碳排会越来越敏感。欧盟 ReFuelEU Aviation 要求在欧盟机场逐步提高可持续航空燃料 SAF 的供应占比,2025 年起最低比例从 2% 开始,并逐步提高到 2050 年的更高水平。IATA 也长期把 SAF 视为航空业实现 2050 净零目标的重要路径。
但对货主来说,SAF 不是一句“用了可持续燃料”就结束。要问清楚三件事:

- 费用是否单独列明,能否被客户 ESG 报告接受。

Can you provide me with traceable emissions data?’ Green compliance is not merely a marketing slogan; it is becoming a new criterion in international logistics quotations, tendering processes, client audits and supply chain access.
Why logistics professionals must begin to understand green compliance
In the past, when the international logistics industry discussed ‘green’ initiatives, it was largely confined to brand image: reducing paper use, electronic documentation, energy-efficient warehouses and tree-planting offsets. However, between 2024 and 2026, green compliance is shifting from a mere image-building exercise to an operational requirement.
The reason is straightforward: major clients in Europe and the US are requiring Scope 3 emissions disclosure; EU policies on shipping and aviation fuel are advancing steadily; the Carbon Border Adjustment Mechanism (CBAM) has entered its formal phase; and whilst the Corporate Sustainability Reporting Directive (CSRD) and Environmental Sustainability Reporting Standard (ESRS) have undergone simplification and postponement, requests for value chain data are here to stay.For freight forwarders, cross-border sellers, overseas warehouses and foreign trade enterprises, logistics emissions data is shifting from ‘optional information’ to ‘proof required by clients’.

Some of these factors directly affect freight rates, such as ETS costs for shipping and FuelEU costs; others impact client documentation, such as embedded emissions data under CBAM; whilst others influence tendering processes, such as ISO 14083, GLEC and Scope 3 reporting standards.
What is the relationship between CBAM and logistics?
CBAM primarily regulates embedded carbon emissions from the production processes of specific goods, not carbon emissions from standard freight transport. However, logistics professionals cannot remain entirely uninvolved.
If a client is exporting or importing goods covered by CBAM—such as steel, aluminium, cement, fertilisers, electricity or hydrogen—European importers will pay closer attention to the HS code, country of origin, manufacturer, declaration documents and emissions data.Although freight forwarders are not responsible for calculating production emissions, they are likely to be asked to assist in collating transport documents, import declaration information, supplier documentation and estimated time of arrival.

Do not interpret CBAM as meaning that “freight forwarders must calculate the manufacturer’s carbon emissions on behalf of clients”. A more accurate understanding is that freight forwarders must ensure trade and logistics data is accurate and help clients link together the documentation required for CBAM.
Green Compliance in Shipping: EU ETS and FuelEU Maritime
The EU ETS has been extended to the maritime sector, and FuelEU Maritime will also be fully applicable from 2025. This means that shipping lines’ carbon costs, fuel choices, route planning and surcharge mechanisms will gradually impact shippers.
For the average shipper, the most immediate impact may not be the regulatory text itself, but rather new surcharges appearing on their invoices. Terms such as ‘ETS surcharge’, ‘green fuel surcharge’ and ‘emission surcharge’ may feature on invoices from different shipping lines. Whilst the names may not be identical, the underlying logic is similar: the costs of regulation and the fuel transition will be passed on through the transport chain.

A professional quotation should not merely state “ETS surcharge – subject to the carrier’s invoice”, but should explain why it applies, how it is calculated, whether it can be estimated, and whether low-carbon alternatives are available to the customer.
Aviation Green Compliance: SAF and ReFuelEU Aviation
Air freight is a high-emission mode of transport, and customers are becoming increasingly sensitive to its carbon footprint.The EU’s ReFuelEU Aviation programme requires a gradual increase in the proportion of Sustainable Aviation Fuel (SAF) supplied at EU airports, starting with a minimum of 2 per cent from 2025 and rising to higher levels by 2050. IATA has also long regarded SAF as a key pathway for the aviation industry to achieve its 2050 net-zero target.
However, for shippers, SAF is not simply a matter of stating that “sustainable fuel has been used”. Three key points must be clarified:
- Whether the specific consignment actually utilises SAF, or whether a ‘book-and-claim’ mechanism is employed.
- How are the emissions reductions calculated, and are there any certificates or declarations to support this?
- Are the costs itemised separately, and will they be accepted for inclusion in the client’s ESG reporting?
