一、DGD 是什么:法律地位 + 谁来签
DGD(Shipper's Declaration for Dangerous Goods,托运人危险品申报书),俗称"红条单"——它的左右两侧有醒目的红色斜条纹边框。
DGD 的法律地位很特殊:
- 它是托运人对承运人和民航当局的法律声明,签字人对内容真实性和完整性承担民事和刑事责任
- 必须由完成 IATA DGR 培训(CAT 6 Initial / Recurrent)并取得有效证书的人员签署
- 签字人姓名必须和证书 ID 对应
- 任何字段写错,整票货拒运;严重瞒报会被列入承运人黑名单 + 当局调查
签字人不仅是"操作员",而是 持牌的 DG 专员。这个岗位在欧美航空货运代理公司里是有独立薪资体系的,国内中小货代有时还在让没有培训证书的人代签,这是巨大的法律风险。
二、DGD 必填字段总览
DGD 标准格式(IATA DGR 第 8 章模板)大致分四段,共 30+ 字段。下面这张表是一线"逐格填" 的速查:

三、顶部字段:Shipper / Consignee / AWB / 起运 / 目的
这一段最容易被"快速填过去",恰恰退件率最高。
1. Shipper(托运人)
- 写法:完整公司名 + 完整地址 + 电话 + 国家
- 避坑:不能只写"上海某某公司"四个字,必须英文 + 完整地址
- 必须和 AWB 上的 Shipper 一致
2. Consignee(收货人)
- 写法:完整公司名 + 完整地址 + 电话 + 国家
- 避坑:不能写 "TO ORDER" 或 "TO BE ADVISED",DGD 必须明确收货人
- 必须和 AWB 上的 Consignee 一致
3. Air Waybill No.
- 11 位数字,前 3 位是承运航司前缀(如国航 999、汉莎 020)+ 后 8 位流水号
- 和 AWB 实际编号必须完全一致
4. Airport / City of Departure & Destination
- 用 IATA 三字代码 + 城市英文名(如 "PVG / Shanghai" + "FRA / Frankfurt")
- 过境机场不在这里写,写在 Additional Handling 区或附在另附运单上
四、中部字段:Aircraft Type / Shipment Type / Non-radioactive
这一段三个字段全是「画勾」,看似简单,画错一项整票货退。
1. Aircraft Type
两个选项必须删除一个(用粗黑笔划掉):

- Radioactive(放射性)
非放射性货保留前者。放射性货走专门的 DGR 第 10 章流程,本系列不展开。
3. Airport / City of Destination
如果有过境机场或多段航段,要在这里补充注明。
五、核心字段:货物信息逐列填法
这是 DGD 最核心的 8 列。每一列都有严格写法。

- N.O.S. 条目要补技术名称:
Flammable liquid, n.o.s. (Ethanol, Isopropanol) - 不要加自己理解的描述,如「75%」「pure」等额外文字(除非 DGL 表本身允许)
3. Class or Division
- 主类填这里(如 "3"、"2.1"、"5.1"、"9")
- 写阿拉伯数字 + 子类编号
4. Subsidiary Risk
- 次类填这里(如 "5.1"、"6.1")
- 用括号注明:
(5.1) 或 5.1 - 没有次类则写 "—" 或留空
5. Packing Group
- 罗马数字 I / II / III
- Class 1 / 2 / 7 / 5.2 等不分 PG 的货写 "—" 或留空
6. Quantity and Type of Packing
这是最常出错的一栏。标准写法:

- 写 DGL 给出的 PI 编号
- 如果走限量:写
Y341 或 LQ,Authorization 列写 "Limited Quantity" - 如果走例外数量:写
E1 / E2 等,Authorization 列写 "Excepted Quantity"
8. Authorization
- 常见值:
- 空(普通完整 DG)
Limited Quantity / LQExcepted Quantity / EQA1、A2 等 Special Provisions 引用号(按 DGL Special Provisions 列要求)
如果不熟 DGL 的对应关系,建议先用 Dangerous Goods Check 输入 UN 号预筛,工具会一次性输出 PSN、Class、次类、PG、PI、限量阈值、Authorization 建议值,再手动誊抄到 DGD 草稿。
六、底部字段:Additional Handling / Emergency Phone / Signature
DGD 的底部三栏决定了"出事了能不能联系上人"。
1. Additional Handling Information
可填项:
- 过境机场(如
Via Anchorage) - 特殊操作要求(如
Keep upright、Temperature controlled +2 to +8 °C) - 锂电池附加说明
- 容器堆放限制
2. 24-Hour Emergency Phone Number
- 必填、必须是 24 小时可联系到 DG 专员的电话
- 锂电池货必须填
- 国家代码 + 区号 + 完整号码
- 写错的代价:地服怀疑应急能力,直接退件;如果真出事,无人接电话 → 启动民航当局调查
3. Name & Signature of Signatory
- 签字人姓名必须全名,和 IATA DGR 培训证书上的姓名一致
- 签字人证书 ID(如 IATA DGR Training Certificate No.)建议同时注明
- 手签必须为原迹(电子签名要看承运航司是否接受)
- 日期:DGD 签发当天日期
如果同时要出 AWB,建议用 AWB Filler 把 AWB 字段提前对齐——DGD 和 AWB 上的 Shipper、Consignee、Quantity、Net Weight 必须完全一致,两份不一致是地服第二高频卡件原因。
七、DGD 与 AWB 的四方对账:最容易忽略的一致性检查
一票 DG 货走完整流程时,会产生四份关键文件,它们之间任何一项信息不一致都会被地服卡掉。一线把这叫做"四方对账":

- 件数:DGD = AWB Pieces = 外箱数清点
- 净量 / 毛重:DGD 净量 + AWB 毛重 + 实际过磅
- 包装类型:DGD Quantity & Type = 外箱实际类型
- 签字人:DGD 签字人姓名 + 证书 ID 留底 = 货代档案备查
最容易出问题的两项:
- DGD 写了 "60 boxes × 24 bottles × 100 mL = 144 L net",但 AWB 上 Nature of Goods 只写了 "Consumer goods" —— AWB 描述必须包含 DG 标识,至少要写明 UN 号 + PSN
- DGD 上 Net Weight 没换算到 AWB 上 → AWB 必须明确区分 Gross Weight(毛重)和 Net Weight(净量)
资深操作员在交单前会把这四份文件并排摆开,用红笔把同一字段在每份上画圈,一项一项对——这个动作只要 3 分钟,能避免 90% 的退件。
八、DGD 的几种特殊场景变体
DGD 不是「一种模板走天下」。下面 4 种特殊场景需要在标准 DGD 基础上加额外信息:
1. 锂电池货物
- Quantity 列必须注明电池数量 + 单电池瓦时(Wh)或锂含量(g)
- 例:
1 box × 4 lithium ion batteries × 100 Wh per cell, 400 Wh per package - Authorization 列:根据 PI 965-970 的 Section 标注(Section II / IB / IA)
- Emergency Phone 必填
- 货必须贴锂电池操作标签
2. 干冰冷链货物
- Quantity 列必须注明干冰净重(不是总毛重)
- 例:
1 EPS box × 5 kg dry ice + sample inside - 外箱必须可透气(干冰升华释放 CO₂)
- 单件干冰净重不得超 PI 954 限制(一般客机 / 全货机有差异)
- Additional Handling 注明"Allow venting"
3. 限量(Limited Quantity)货物
- Quantity 列正常填写
- Authorization 列填 "Limited Quantity"
- PI 列填 Y 前缀编号(如 Y341)
- 可以不贴主类标签,但必须贴 Y 标记 + 方向箭头

十、多 UN 号合并 DGD 与中转货特殊处理
实操中经常遇到「一票货里有多个 UN 号」或者「需要中转多个航段」的情况,DGD 的填法略有差异。
1. 多 UN 号合并申报
如果同一 AWB 下有 2-5 个不同 UN 号的 DG(比如电池 + 干冰 + 香水合包),可以用一张 DGD 合并申报,但要:
- 每个 UN 号占一行,依次列出
- Aircraft Type 取最严格的那个(任何一项要求 CAO,则整张 DGD 走 CAO)
- 每个 UN 号都要单独算 PI 限重,单独贴标签
- 兼容性矩阵 Table 9.3.A 必须先过一遍(详见本系列下一篇)
- 总件数和总毛重在 DGD 头部明确
如果货品超过 5 个 UN 号,建议拆成多张 DGD + 多张 AWB 分单走货,方便地服核对,也减少出错概率。
2. 中转货(Transhipment)
中转货指起运后要在第三方机场换班机再续飞的情况。DGD 填法注意:
- Additional Handling Information 必须写明:
Via [Transhipment Airport IATA Code] - 例:上海 → 法兰克福,经迪拜中转 →
Via DXB - 中转机场所在国的 SV(State Variation)也必须查过
- 中转航司的 OV 也要查过
中转环节的退件率比直飞高 2-3 倍,因为多了一层合规复核。条件允许的情况下优先选直飞航班。
3. e-DGD(电子 DGD)的演进趋势
国际航空货运代理协会和各大航司这两年都在推 e-DGD(电子 DGD)。它的优势:
- 后台数据库自动校验 UN / PSN / PI 是否对得上
- 自动算 PI 限重
- 自动生成多份副本
- 自动留底,应急时秒查
但目前的现实是:
- 每家承运航司接受 e-DGD 的标准不同,部分仍要纸质 DGD 原件
- 目的国地服支持程度不一,有些国家仍要求纸质 DGD 入境
- 起运前一定要和承运航司确认是否接受 e-DGD
如果你公司还没引入 e-DGD 系统,纸质 DGD 仍是默认。在条件允许时优先用机打而不是手写,机打字段清晰、不易误读,减少地服质疑空间。
十一、常见误区
- 误区 1:DGD 是格式化文件,复制上一票改一下就行 —— 这是最高频的事故源。每票货的 UN / PSN / 数量 / PI 都可能变化,必须重新对照 DGL 填。
- 误区 2:PSN 可以加自己的描述 —— 错。PSN 必须 1:1 复制 DGL 写法,多一个词都算偏差。
- 误区 3:Quantity 写毛重就行 —— 错。必须写净量,并明确包装层级。
- 误区 4:限量货不用填 Authorization 列 —— 错。必须填 "Limited Quantity"。
- 误区 5:Aircraft Type 没划掉一个,让航司自己判断 —— 错。必须删除一个,留下唯一选项。
- 误区 6:Emergency Phone 写公司总机 —— 高风险。必须是 24 小时能联系到 DG 专员的电话,总机白天可能接得到,晚上接不到的话出事就是大事故。
- 误区 7:签字人姓名缩写 / 用艺名 —— 错。必须全名 + 证书 ID 对应。
- 误区 8:电子签名万能 —— 不一定。许多承运航司仍要求手签原件,部分航司开始接受 e-DGD(电子 DGD),但要事先确认航司支持。
- 误区 9:DGD 一式一份就够 —— 错。通常 4-5 份(托运人留底 + AWB 附件 + 地服 + 承运航司 + 目的港)。
- 误区 10:DGD 出错可以涂改后重签 —— 错。任何涂改都视为无效,必须重新打印重签。

IV. Middle Section: Aircraft Type / Shipment Type / Non-radioactive
All three fields in this section must be “checked.” While this may seem simple, checking even one incorrectly will result in the entire shipment being returned.
1. Aircraft Type
You must delete one of the two options (cross it out with a thick black pen):

6. Quantity and Type of Packing

3. Name & Signature of Signatory
- The signatory’s name must be the full name and match the name on the IATA DGR training certificate
- It is recommended to also include the signatory’s certificate ID (e.g., IATA DGR Training Certificate No.)
- The signature must be handwritten (acceptance of electronic signatures depends on the carrier’s policy)
- Date: The date the DGD is issued
If an AWB is to be issued simultaneously, it is recommended to use an AWB Filler to pre-populate the AWB fields—the Shipper, Consignee, Quantity, and Net Weight on the DGD and AWB must be exactly the same; discrepancies between the two documents are the second most common cause of processing delays at ground handling.
